This was the way they used to do things during voting. English and French are the official languages of the EBU so everything to do with the voting and hosting in general had to be said in both of those languages - plus the language of the host country, if that was different. Until today the hosts speak in French during the contest itself; we just don’t hear it in the voting so much because it has become more electronic.
