Thats not surprising at all, street scammers usually target women because their often easier to intimidate into falling for the scam and are also less likely to be assertive and tell the scammer no thanks/go away. See this all the time when i've been on holiday in Italy, Greece and France.

Its a very common scam around the world with multiple variations. The scam is done by offering a gift/service to a person(tourist) for free and pressuring them to accept it. Once accepted, they will immediately demand payment and peer pressure the tourist to pay up quickly as to not cause a scene. If you’ve accidentally accepted it and are being pressured, depending on where you’re vacationing will determine the course of action. Developed countries(USA, EU,JP/KR/CN): If you’re in a group or bigger than the scammer, you Confidently tell them no and either keep the gift(and refuse to pay) or just hand it back to him(these scammers pray on ignorance, local hate them so they will cower away to avoid causing a scene before the locals start witch hunting them). Which is why also just causing a scene by either running away towards a group of locals or screaming and crying(either real or crocodile tears) will make them flee from you. Undeveloped Countries(most African nation): Egypt is one example where they will offer free camel rides then take you to an isolated place and force you to pay. Pay up asap and leave because you will be in physical danger as they are desperate and will ignore the law to get money to make ends met.

If you accept the balloons and if you try to return it to them, they will say no and will keep telling you that you own the balloons now and you have to pay them for a really expensive price. If you decide to run they have other people with them that will follow you to get your money.
