Its the mentality of ANC ministers, MECs and MMCs in municipality level including in government entities had and still think paying money to another government entity is not a priority because all of them belong to state and Eskom won't take action, it's not a situation of Eskom being owned by private company. Ask yourself why Eskom doesn't take action to switch off public schools that ow electricity bills.
