I was thinking about this too. But they tried to get him more weapons than we realized. A good number of them didn't really pan out or were underwhelming. Sanu, AB, Ochocinco, Brandon Lloyd, Cooks, Scott Chandler, Tim Wright, Dwayne Allen, the list goes on. They never really got into too much of a cap bind by overpaying and stayed competitive, for which he deserves some credit.

Bill makes a great point. If you're the NFL and you REALLY want to incentivize kickoff returns with this rule, move the ball back to the 20 or 25. A touchback that goes into the endzone in the air comes out to the 30, but if it hits inside the 20 and then goes into the endzone, a touchback only brings it out to the 20. So move the ball back so that kickers can boom the kicks but have a hard time getting it straight into the endzone. It works even better to move the ball with this rule because the kicker is the only player who lines up back there.

At 14:00, I know they always claimed they changed the rules for player safety, but, it was passed by 2/3 of the owners in a time in which only a few teams had a Devin Hester or a Joshua Cribbs... so it was an easy vote for all the owners that didn't have money tied up in a return-specialist.
