It is absolutely impossible to salvage Josette's damage due to her crappy base stats. Her only saving grace is her Stampede craft for its defense debuff. Her orbment is best built for healing/support.

Your builds are actually near optimal :) Agate's second fire slot is unusable because he already has a status quartz. Take the Confuse off and you can equip Seal in the fire slot. Time Gem puts a sizable debuff on ATK and ATS. If you want more damage from Estelle Cast 2 is actually better.
