This is not a GT3 class car, which makes it even more pleasant to watch. Actually very far from a GT3 class car. Almost half the price. No TC and No ABS. And Almost none aero Downforce.

Since the 991, the gt3 cup cars have been very quick. Is there really that much difference between a 991/992 gt3 cup and A 991 GT3 R?

Thats true, the gt3 cup cars have been very quick since the 991, but the difference is very noticeable. The GT3 R has much more downforce, than the Cup cars. In this video two amateurs drove the 488 GT3s, so the could have been 2-3 seconds faster on this track! I hope i could answer your question :)
