Her and her parents probably filed it for him or he didn't realize that the wedding ceremony doesn’t equate marriage certificate unless they are signing it that day. Majority of the time, if you know it, its easier to file the marriage atleast two weeks before the wedding or have it filed atleast 3 days after the ceremony. It boggles my mind that people decide to have someone else file it for them when it literally takes five minutes to file it. You are not legally married until the court has your paperwork file. not file? Not married. If it a church marriage, then pastor can file it for you if you wish, just give him the paperwork with your signature and he'll the do the rest. And thats if you want him to do that.
