There is a difference between an ordinary prison sentence, where the inmate shall be released some day, and a preventive detention in Norway. Breivik was sentenced to preventive detention for 21 years, with a minimum 10 years. The minimum 10 years is a formality. In good time before the 21 years period the case has to be taken to the court. The court can then decide that Breivik shall be released, or be held in preventive detention for a longer time, max 5 years. When the 5 years are due to experience, the case is taken to the court again, and the court can hold him for another 5 uears or release him..in principle, Breivik can be held in prison for the rest of his life. Breivik is currently held in a extra high security unit inside Skien prison.
