Yes, but you'd likely need a job offer, and often an LMIA to do so.

If you are eta eligible you do not need a TRV. If you are moving to Canada you cannot work when you arrive, you first need to find an employer who will support a work permit. When you enter it will just be as a tourist and you'll need to show you can support yourself without working and that you plan to return to your home country.

You can travel outside of Canada but you'd have to apply for a TRV in India. If you still have an existing TRV application open I'd submit a webform.
