Hypixel did not use Minecraft as a tool to create Hytale. Instead, they made money from their own server and created the game with their own tools. The reason they did that is because Minecraft doesn't have enough tools to create the game. Hypixel Studios also has teamed up with Riot Games, the creators of League of Legend. This costed them a lot, but it was worth it. It still hasn't been confirmed if they're gonna make the game free or not, if it is, then it will have more players, much like Fortnite. Many Minecraft KZbinrs had already turned, even Notch himself! I have high hopes for Hytale. They didn't even need to pay anything to the Minecraft KZbinrs to advertise the game.
