They win a competition and they get all the tech and fund from Sweden. I think there was a reason why they didn’t compete for Norway and prefer to do it for Sweden. They were invited by the festival to compete and Norway was late to do it.

Search up the song "Prima Vera - Så Lykkelig i Sverige" here on the youtubes, it's a song about the Norwegian opinion on Swedish musical taste. :) (And sometimes Swedish songs does way better in Norway than in Sweden as well. Like the Kent song Dom Som Försvann which only made the charts for a singular week in Sweden, but sold more than ten times as much in Norway. It's about what kind of music we prefer. M&M wouldn't ever have won in Norway, so they had to play in Sweden.)

It's each delegation that makes the staging for their own songs, not SVT (or any other hosting broadcaster). The delegation can of course hire a Swedish choreografer and stage director, like for instance Sasha Jean-Baptiste, to do their staging, but that's not on SVT, but each delegation to get whatever they like. Then of course SVT can say if it's possible to do what they require, and there there might be less limits than in some other countries, but it's not SVT that makes the stagings etc.
