Regarding the missing roofs, I recently learnt that some places have a significantly reduced tax on buildings under construction... So they just don't 'finish' them.

I am moving from Philadelphia to Porto this summer (no plans to return to the US). Porto is indeed on the small side, but there is much charm to be found and it still feels like a city. Glad you enjoyed your time there. Oh, and Sao Bento is not the main train station (it used to be), the main station is Campanha, about 2.5 km to the east.

Am guessing like many Med countries - you don't pay house tax until the property is finished ie part build buildings dont pay tax!

7:30 - There's no south side of Porto, Porto is only on the north side of the river. The "south side", as you called it, is a completely different city called Gaia, which is a separate municipality and county in Porto district.

The roofless houses... well you'll notice that a lot of them are in prime areas... it's a way to get a license to rebuild: If you are in a historical area there's a lot things you can't do to your building by municipal law... so owners found this scheme... let your roof come down (after "years" of neglect) and then your property is considered "hazardous". That way you can rebuild with looser historical autenticity regulations. Nowadays they gut everything and build from the inside maintaining the facade, because it's more turistical. In older days they'd use that scheme to tear down an old house and build an apartement building in restricted areas thus optimising profits. Not sure if taxes are the reason as municipal taxes are obligatory irrespectly of building status.
