It's not up to you or Peter (without Holy Spirit) to give the criteria by which people are saved or commissioned to do the work of God. God is not told by man what to do and when to do it. In 1 Corinthians 9, Paul was telling about his ecounter with Jesus during his conversion. He didn't saw Jesus neither was he available on His baptism. Chapter 15 verse 9 and 10 Paul is crediting it to grace because he was not worth by human criteria. Grace chose him because by proper procedures he couldn't fit. By vertue of perfection and qualities, no one is worth but God does what pleases Him. Job 9:12...Who will say to Him what are you doing?
