But you need a ship in same system as the victim to make the bridge ? So why do they not dock up when they know a neutral is in system . that is just major alarm bells ringing

Pretty sure you have to be close to rocks and have em targeted in order to panic. If you are not in an ore field, not sure you can activate the module.
