It would have made more sense to give Valeria the ability to block first hit, since every esper is multihit her 50% dmg reduction does basically nothing anymore... but if she just blocked first hit then it wouldn't be necessarily gamebreaking but it would still be really good for her (and, idk, actually builds off of her kit instead of just being a completely new asset to it)

Thing is, his s2 and s3 hit than once. He heals basically 10% max HP per counter. Everett can easily hit 60k Hp with a great crit ratio.
