At my primary school, when I was there for 5 years there had only ever been one or two bullying events happened in the whole school of 300, both events very minor, and yet my school did bullying assemblies every 6 months. I had no idea why they did the bullying assemblies. Most assemblies were interesting and fun like the halloween and christmas ones, but the bullying one was absolutely pointless, if I were in charge I would have done something else and less boring.

IMO everybody focuses too much about "how bad bullying is" and not enough on "what influences the bullying"... Some people have bad days & moments and need to vent but don't know the proper way to do it... The older influences the younger despite advising them the "don't be like me" quote when it comes to handling this problem... Counseling does help, but there's either a hard wall or trust issues to get through, when the young ones had spent all their lives (up to that moment) in the mindset it's "useless to talk about feelings" or "people don't care" or "everyone has problems & their problems aren't special enough" its a challenge... And that will carry on until they feel really safe to open up.

I've always found it funny how teachers and staff members make a big fuss about "bystanders" when they themselves are the biggest bystanders of all. It's just their way of shifting the blame on kids who are probably too scared to stand up against the bully and getting bullied themselves and gaslighting said kids into thinking, "It's YOUR fault, not ours! You're responsibility for how little Jimmy acts, not us. You're a BAD person if you don't successfully stand up to every bully you see!" Obviously standing up against someone who's bullying another person should be encouraged. It's definitely good to stand up for victims, but I've always found it hypocritical that these adults do the same thing that they are shaming kids for doing, even though they have more power and authority than the kids do.
