Der Riese is always number 1 to me. A strong perk should be dangerous to get. The risk really made the reward feel even more worth it. Trying to buy jug mid round on Der Riese is where I learned how to kite zombies properly back in WaW.

as a kid and even as recently as a couple months ago, me and my friends would always camp inside the jug room on buried constantly throwing a time bomb as often as possible just in case that specific round we'd get overrun and need to get out, 100% agree with its placement in this list though its probably one of the worst spots solo but co-op its actually not that bad

A bit late but for Zetsubou, Jugg can be dropped from the plane but only on co-op. On solo, it will always spawn in the bunker.

On Zetsubou, Jugg will always spawn in the bunker on solo. Only in co-op will Jugg have a chance to spawn at the other two locations.

The list should be reverse, the riskier the better since it's a really good perk

Juggernog ONLY randomizes in ZNS on co-op If you’re in solo, it will always be at the bunker

Getting jug on transit isn’t that hard. Either you wait for the bus to take you by about round 5/6 or you run from the bus depot on round one and buy it on round 2/3. The denizens lava and fog are more of a minor inconvenience rather than something you need to worry about. And if you have money in the bank you can get jug on round 1.

15:11 personally as a hardcore bo1 and cw player, while I disagree with some of the entires on the list, I understand that not everyone has the same playstyle and I am fine with it (and also intrigued by seeing different prespectives). Personally though i would place Mauer towards the bottom cause its pretty cramped and I would put Moon's high up maybe top 5 cause you can cycle jug while doing other stuff (i,e waiting to trap the astronaut, locking the box, etc) and in that case it is pretty safe to get jug assuming you know what youre doing.
