The same as venti, archons are only powerful when they govern their own land, in venti’s case, he wasn’t powerful because he wasn’t “governing” mondstadt. Edit: I think venti may still be powerful, since for him, all he wants for governing is just freedom

Without their gnoses, Venti and Zhongli can’t do batshit crazy stuff like shape continents anymore.
