It's because the Singapore economy grew and it became a First World country where women don't need pageants. Better-educated women tend to go for permanent professional careers and not into modeling or pageants. If you look worldwide, you'll see that beauty pageants are only popular in developing countries as they offer women a way to raise their socio economic status. That's why the pageant powerhouse countries are mainly developing nations.

Singapore is multi racial country.. Perhaps a change of new generation of mixed-blood contestants from a mixed of multi racial group that create new stronger identity for Singapore. The Philippines has that set of contestants each year which brought them to another level of beauty.
