Makarov is truly the BEST! He achieved all of his goals and when Price killed him it was too late to change anything for the better. Gabriel Rorke is another villain who actually wins as per the only ending. Menendez was OK too, but he lacked the ability to finish the job, couldn't simply pull the trigger like Makarov always did.

Makarov takes one for me. You spend 3 games hunting him. You dont know that the whole time. But it was a long series leading to his hopeful death. When we finally catch him, because of him every character except Price and Nikolai have bern been killed. You fight him then when you end the fight, he just hangs there then silence. It was a strong silence because of all the action from each game leading here and it was the end if the series. Good times, I miss this era of cod.

Cold War's True Good ending was the greatest end to a Call of Duty Campaign. Cold War is about sacrifice, tragedy, betrayal, loyalty, and selflessness. In the good ending, you save millions of lives at the cost of your own life. In the evil ending, you survive and end the lives of millions needlessly. It's disturbing how many people chose to be evil and say it was the best choice.

Menendez remains the best cod villain because he’s the most personal and the least cliche. He’s not the typical cod villain that’s on a warpath to kill a bunch of innocent people or destroy America, he wants the world and he wants David. He wants David to experience everything he did, everything his dad and woods did to him and it becomes a rivalry when David finds out it was Menendez who killed alex and disabled woods. Even more personal for the player since he kills Hudson and worse Harper (if that’s the choice you make) It’s not just what’s at stake that makes him compelling it’s how he hurts David by killing his family and friends and how he hurts the player by killing their favourite characters, especially if they’re long time fans.
