Almost all the cops dont care if they go down, regardless of shift... at worst they'll be down like 15 minutes max, then right on to the next scene. Where-as crims go down and you have to be processed for hours, lose thousands in items, pay a bunch of fines then diddle yourself in jail for another hour+. You have to win a 4vs50 scenario as a crim to not lose out on hours of your time, any cop that complains about going down has a mental disability.

You can't do that since cops are clearly marked with their uniforms and vehicles, so, crims can just pick on them one by one without caring. Crims aren't marked like that, so, if a cop randomly shoots someone who is in the area, that would be RDM. Moreover , crims can plan the ambush & set up ahead of time. Cops can't premeditate that, they just react after crims fire. So, limiting cop numbers in case of OIS would be so stupid.

If you leave out a handful of cops, all of them hate shootouts. They only respond because it's mandatory for them. Many even feel relieved going down since they can just get it over with. If the server ever makes it non mandatory for cops to respond to 78s, you'll hardly get 5-6 cops responding to a shootout

Cops are marked with uniforms & cars. Crims are not. So, they should be capped so that the crims can easily pick them one by one while cops have no idea who the shooters are since they aren't marked & by the time they figure out the scenario and backup responds, 15-20 cops would be down already.
