Actually I think that Jungkook did like Jimin in the beginning however he was still trying to figure out himself. I mean you have to think about it, Jungkook joined when he was 13, just hitting puberty and Korea isn’t a very lgbt open place. Imagine the internal struggles he was going through. Not to mention if you compare the way he was with girls and the way he was with Jimin you’ll see it added up, his avoidance (shyness) came from a place of attraction he wasn’t sure how to handle.
