Mine is on Ultra, and I sometimes adjust the VSync level to control the frame rate. It sometimes gets pretty laggy in servers lol

The one I use isn't free...But a good free video editor I would recommend would be OpenShot. I think it's fairly similar to the one I use, but I'm not sure what export options it provides.
