My headcanon for Morris has always been that he cares deeply about Pelican Town's citizens and does what he can (within the limit of what Joja Co. allows him) to improve the quality and health of people's lives. He overlooks the environment because he is from the city and thinks a more centralized and regulated society can benefit everyone. Also as a Shane fan I think maybe Morris quietly lets him off the hook a lot, especially when Shane is struggling.
