Hitsugaya is kind by nature and very much traumatized. His own power was killing his only relative. And after that he HEAVILY nerfs himself. Remember when Ichigo was taking L’s from Gin and whooped transcendent Aizen’s ass afterwards? That’s what resolve and confidence does to ya, and Toshiro has none of them. He’s too concerned of not hurting anyone and always takes L’s.

He said it in soul society arc, he can’t go all out of any of his Allie’s are within 5 miles of him. He also contantly holds back because he lacks the resolve to kill

The "within 5 miles" bit was him wanting to use the move he used to freeze Tier because any allies nearby would also be frozen by it. Other than that, yeah he's too respectful and inexperienced

The pacing may seem off because unlike the original, there aren't much non serious dialogues or gags like how Bleach was originally So it's just action right after action, and they expand further on the action that Kubo couldn't get out due to being rushed to complete
