There are five billion vids and tutorials on it, but i can help you. This is pretty much everything you want to know about wr2 on dragunov: You need to hit the last forward and 2 at the same time and do the motion fast. Its kinda like a just frame, but not really. There is no trick, you just have to practice doing point blank range running 2. Also, you can kinda cover your ass up with dragunov if you miss a running 2, because you will likely get f2 when dropping running 2s. f2 has a very very very delayble safe mid ch launching knee extension in the form of f24 which makes people really hesitate to press buttons after blocking f2. If you arent very good at doing iWR2, you will also get ff2, which can be canceled into a 1+2 grab. That can catch people off guard as well. iWR2 can also be buffered out of just about anything both on block and hit pretty easily. You need to do ff in the recovery of a move and hit f+2 when the recovery on that move ends. Its useful in the following situations: 1. If your opponent is really hesitating to step or press buttons, you can chain running 2's together to push them towards a wall. 2. After hitting a move that gives heavy frame advantage on hit/ch. d2 on counter hit, 41, 21 and b3 on hit. You want to do wr2 from mid range, right on the tip of b3 and df4 range. From there your wr2 wont be as predictable, its unlikely he will be able to step it unless he gets a very good read. If you do it from a long range, it will be very predictable, allowing your opponent to easily sidestep it and punish you.

I saw Nobi vs I-cham Nobi does after a wall carry is 2, db1 (generic dick jab) then 1+2. Is this still viable?

yes it is. It's actually to highest damae you can get from a wall combo. higher than b2, ws1+2.

Are you using an arcade pad for tekken 7, i recently got the hori rap4 on ps4 because I'm console scrub. but the pad has really helped clean up my inputs

Stick has its advantages, but no, I wish. I'm just a DS4 scrub. The rubber on dpad wears in a week and it makes inputs very unreliable. I can't play P2 because of it :/
