Whether or not you're within the approximately-20% rule for the horse you're riding is a lot more important than whether or not a rider can be considered 'overweight.' A heavier but well-balanced rider is also a lot easier for the horse to carry than one that's bouncing all over the place but might be a bit lighter. A lot of not very tall women might be considered 'overweight' at what would be considered a 'healthy' weight for a man that's a head taller. Does that mean that male riders shouldn't be allowed to ride, at all? It's also dependent on the kind of work you're doing, I'm more comfortable doing dressage, poles on the ground/cavalettis, and hacking with a pony that I know I'm in the upper weight bracket for, than jumping.
