I feel like the same level of penalty awarded for a buratilty should apply here. Ejection from Game and team is down a player for a time.

The penalty for interfering with a penalty throw is an exclusion for the remainder of the game with substitution, and the penalty throw shall be maintained or re-taken as appropriate. Has been for years. So, not quite brutality level, but still considerable. But referees need to see it to be able to act upon it. Increasing the minimum distance to 3 meters in the new rules is a good step to prevent it from happening in the first place.
