is this easily accessible from just pulling the lower cowling on a 2008 etec 250? I have to do most of my work while boat is floating, kneeling on a inflatable paddleboard in the warm months. I see it on the parts diagram but no good pictures of an actuator with lower cowling removed. I figured I would replace my exhaust fitting, hose, and possibly the actuator this summer/fall. Lacking power at different ranges of rpm. never get over 5100 when should be getting 5600. i Don't want to re Prop again until I check out actuator. Thanks for the video.

After rebuild is it good to test before installing?

You can test it but it’s not necessary

06.5 etec 200 starts but won’t stay running and idles rough. Could it be this ?

If the actuator is bad, the engine will not run optimally at all. It would definitely be worth taking a look at. You can open up your old actuator and look at it. If it is corroded inside chances are it is bad.

Etec 30, stuck on 4000rpm and gives a lot of smoke. Can it be this?
