I don't know why they made it just an image now, ever since the lobby background change in season 9 it's just been an image for years

I never experienced the 3d backgrounds but I can confirm that it looks way cooler to get 3d and animated lobbies

The reason why the old backgrounds look way better is because the circle plates (where the player stands) is actually connected with the background and in the world. Compared to now, it's just default grey floor all the way to an animated PNG. (For example, look at S1 Halloween vs C2 S8 Halloween.)
