Even if he couldn't be free until the end, he still wants his friends to be free in his stead. Him fixing the scarf is kind of contradictory of everything he wanted to accomplish.

It seems the story was poorly grasped for your part. -Eren's first transformation into a (pure) titan was right after the destruction of wall Maria, when he was ten, not seven (Grisha hurried to pass the Attack and Founder Titan to his son immediately. It wouldn't make sense otherwise). -Eren met Mikasa and gave her his scarf when they both were nine. -By the end of the 3rd season, Eren had already turned 16.
