He’s from Godzilla vs. Evangelion: The Real 4D, an attraction that was at Universal Studios Japan between May and August 2019. You can find clips of it online.

@@d_franco4702nope, there were never any concrete plans for a sequel, much less any featuring Ghidorah. Shin King Ghidorah fought Shin Godzilla in Godzilla vs. Evangelion: The Real 4D, an attraction at Universal Studios Japan that ran between May and August 2019. Artist Tajima Kouji also made art of Shin Godzilla fighting an incarnation of King Ghidorah, but this was to celebrate the 1st anniversary of the opening of the Godzilla Store in Tokyo - it had nothing to do with a potential sequel.
