One cool thing to note in Heat is that if you're using any mode like UNITE for instance, for some reason, they break the player model in the car. So like if you see them sitting in the driver's seat, they'll have their arms and legs broken and bent in abnormal directions. Not sure if that's the same case for Heat's player models too

The character detail really depends from the needs, in SHIFT for example they fully modeled the character and added complex animations because you actually drive in frist person, in some other titles there are cars without roof and the characters needed to be beliveable, in some other titles the characters are important for the plot so they need to be fully rendered and good looking but for optimization less geometry and texture resolution is better so don't expect for future titles to have good looking characters if it's no needed.

This model was basically re-used from NFS MW 2012 cop model. And in NFS Payback, Heat, Unbound they used the same models but only for the NPC drivers. I mean even the cops in 2015 use the same model but with sunglasses and a cop outfit.

The protagonist in both NFS is not from NFS The Run. The reason why is that it's because Black Box always re-used old textures from previous NFS. Heck most of the car models are straight from NFS World. But the Frostbite engine distorted the character. They focused more on the cutscenes than inside the car.
