The Splatlands ARE like wastelands, so spare Octoweapons aren't THAT rare, if at all.

Probably a relic from the Great Turf War, left to rot somewhere near Splatlands. After all, during the Octo Expansion encounter, Cuttlefish talks as if Octostomp is one of many. It can probably be inferred that there were once many Octostomps, but now there's only one(the one from 1 and 2). Again, just a theory. That might be how Frye(and possibly Tartar), got their hands on an Octostomp.

5:50 cuttlefish says thats AN octostomp, now it may be a translation error but what if theres multiple octo stomps.. makes sense how it came back in splatoon 2 as it was almost like it was destroyed in splatoon 1
