@damienknight1002 it's 40 frames of start-up, making it the slowest projectile in mk1. Which means you can throw out iceball before your opponent throws their projectile and they can block before your iceball hits but you can't block their projectile. And if you ex to eat their projectile they still have time to block because every other projectile is double the speed of iceball.
