In my personal opinion every race should have a final form like Frieza. For instance; for humans they'd have their third eye open like Tenshinhan instead of making him part alien he could be a super human with his third eye open since that's like highest consciousness for humans thus he'd have like the best in cognative ability TK type of abilities. Saiyans could have just SSJ with SSJ4 skin for their final form no SSJ2 + or God bullshit just SSJ from the Golden Oozaru form like it was suggested from the legend how Vegeta first described them as. It makes sense since SSJ4's form in GT looks like a final form that Saiyans would have. Attaching numbers or god status is so stupid and doesn't make things interesting. I liked DBZ when characters used strategy not power ups power level bullshit. Plus the SSJ4 form looks way more intimidating and something that someone like Frieza would genuinely fear not simple hair color changes. Think about it. That form makes sense that it would cause Frieza a being who considers himself and others to be the most powerful being to tremble. SSJ4 just has that presence to me it stands out it borrows traits of Oozaru and manifests itself into the humanoid state. It looks more believable as the true form of a saiyan. It's the perfect blend of Oozaru + base form representing a controlled version of the Oozaru form. That would be how I'd rewrite the humans and saiyans. Saiyans would have physical attributes like speed and strength as SSJ while humans would have cognitive enhanced abilities like TK for instance moving objects, holding people in place, brain manipulation, creating illusions, pushing and pulling things towards or away from them, reading minds. Why can't Toriyama be creative like this? He sucks as a writer seriously -_- As for how Goku's tail could of grown back maybe it happened during a near death experience fighting Vegeta or during training with Kaioshin. The rage of losing Krillin could of triggered the golden Oozaru transformation on Namek say Frieza created a fake moon for him to look at with the intent of him turning on his friends to kill them then hearing his son's voice he becomes conscious completing his transformation into a true legendary SSJ with the SSJ4 skin.
