Fun fact: Phantom Hourglass actually has two types of octoroks. The land-walking, red octoroks, and also the ocean octoroks from Wind Waker. It's very weird.

They're called "mini freezards." They appear in OoT... and MM too, I think. There's also a larger version of them in TP

If you're talking about the enemy in the water @ 0:30, that's not an Octorok. That's a Zora Warrior, also known as a Geozarde.
