How do I know which character has no boost grade limit, without leveling him up? to level up to the red or yellow border?

There is a search filter when in the Heroes page (you'd have to click where it says Rarity/Grade, whatever you're sorted by) and scroll to the bottom until you see 'Unlock Grade Boost'. There will be two options between Unlocked and Locked. Heroes that have Unlocked Grade Boost have red frames and can be upgraded to gold frame.

An interesting tidbit about Skuld EX for new players that you didn't mention is that unlike other EX rings you can't rely on woke bosses to dispel because some of them get near-perma cc (nice logic there btw, ateam). Some of them can be bruteforced, like Xiangtong with VFei but yeah, safest advice for Skuld EX is: don't. Also thanks for finally clarifying why I had 400 Taoyun pots stored, couldn't figure why that is (200 would be from event trader on her debut but where did the other 200 come from). I couldn't remember she arrived with extra pots at all and it was eating me lol.
