I do not understand the last part. if I have to round up the answer, what does the .25 have to do with the entire equation?

For the last part, I think the reason is that the store only sells in increments of 1/4 cubic yard. So, if you need less than a full additional cubic yard, you have to add 0.25 cubic yards each time until you reach the amount you need. For example, if you need 3.1 cubic yards, you would round up to 3.25 cubic yards by adding 0.25, because 3 is full cubic yards, and 0.1 isn't enough to reach the next full cubic yard. Similarly, if you need 6.39 cubic yards, you would round up to 6.5 cubic yards by adding 0.25 twice, as per the store's requirement.

Actually I believe you may have missed the step of converting the ft into yds. 15x23x.5 ft = 172.5ft then divide by 3 to convert to yards which =57.5yd. Since the volume of cubic feet is equal to 27 (3Lx3Wx3H) you then divide that by 1/4 (since that is how it is sold) which equals 6.75. so then you'd divid the volume 57.5yds by (1/4 of the cubic yards) 6.75 which ends up being 8.5 rounded.
