I don’t see how a painted bolt can be the issue, when a bolt is tightened down it bites into the threads with hundreds of pounds of force as well as scraping and scratching both the threads and the surfaces it is torqued to which should make a sufficient electrical connection..

We had improperly coated and protected hull steel inside the ballast tanks of USS Nassau (LHA 4) that had all but rotted through, "I" beams made up of 1/2" thick steel that the Chief Engineer was able to scratch through with his knife. This was discovered just before we were to sail at the end of February for a Northern Wedding exercise up in the Arctic Ocean. We spent an unscheduled week and a half in Norfolk Naval Shipyard getting that framing beefed up. It's a good thing we did because we hit storms serious enough to send everyone home with moderate to serious damage. Hurricane force winds, sub-zero temps and 40 ft seas with a couple of rogue waves (60 ft confirmed) smacking us hard. The time it took for those frames and plates to be eaten through in a relatively new ship ... I can well believe what happened to New Jersey.

It is surprising the Navy was so careless with an asset as expensive as New Jersey. It doesn’t take a physics degree to get that painting over the studs is going to improperly insulate the anode blocks from the hull. The workers might not have known it, but whoever inspected the work should have known it. It is lucky that the damage wasn’t even worse.

The voltage is in the order of half a volt. That means that any resistance, tiny as it may be, will have a large effect on the functioning of the anodes. A tiny layer of rust and paint will already isolate that half a volt. You are completely right when it comes to higher voltages, but even then you gotta keep resistance in check because at high voltage/high current situations, things can hear up very quickly when you introduce a tiny bit of resistance.

That's exactly why the anodes failed as he explained. Someone back then, had the exact same theory as you...and it FAILED! So.... I'm guessing they won't be asking for YOUR input on whether or not to cover the anode studs.

I am unclear as to how/where/when the anodes were improperly installed? Was the problem caused in the 1987 drydocking at Long Beach? Who was held responsible for the $$$ of damage caused by their incompetence?

Looks like it was in 1982 in Long Beach.
