When charged line is terminated with Zo_new instead open circuit which makes reflection co efficient zero so V- is zero and since V+ is 12V so the voltage across the Zo_new is 6V because of voltage divider. If we have to do the same using the general transmission line model with dependent sources I get 12V across the Zo_new because 2V- is still 24V because V- is looked at the other side of the transmission line which is yet to change after transit time. Final state will not go to 000000 correct because of the open circuit there will not be a path to ground for the transmission line to discharge?
