Like an algorithm? I've only seen it as a group exercise where people bounce ideas off of each other. There are the "thinking hats" and "brain writing," which involve generating lateral thinking solutions in a group setting. You might want to google those

I`m looking for smth like TRIZ, but a little less technically-oriented. 3. Also I`m curious to find any frameworks, that organize the whole process of mental activity for specific task solving. I mean not just inside the mental session, where we are explicitly looking for the solution.

Hm, I can't offer a decent solution -- in my experience the brainstorming sessions don't always produce results, and I don't know of long-format lateral thinking exercises...

You should try stand up comedy. Nothing you said here was really funny, nor do I think any of it was meant to be, but you have the perfect demeanor for solid stand up comedy. Self deprecating humor with relative dead pan delivery. Your voice is excellent for it, but you overall features are genuine and lend themselves well to that style of art...I don't know why I notice it so heavily, but I do. You have a Louis CK vibe to you. His work, not his media fiasco bullshit. I mean it as a compliment. Nothing more nothing less. If you've ever considered trying some comedy but never did, you should. Even if you don't fancy writing. Maybe just go to an improv night at a comedy club. Sorry for being so insistent.
