Sir, i tried simulating it but its not working specifically conditional formatting

I'm following step by step and this isn't working. So 5 minutes in when I click ok, what's happening is that it highlights everything (B3:H9), and also only highlights for January. So if I click the dropdown menu it does nothing when I click on other months. Is there a step missing here?
