This has been an ongoing problem for years, why discharge sewage into the sea anyway?

Wow - what SHOULD be a pristine stretch of southern coastline appears to be in the process of becoming a very large and dangerous sewerage farm. This is, of course, not a "new" discovery. Seapoint, in particular, has made the news in this regard quite a number of times over the years, and Hout bay has also had it's probl;ems. Hoepfully these will be resolved - as long as the public keep publishing these problems to keep the officials from "burying" them.
