So at 2:19, you couldn't use the initial condition that t0=0 because the f(t,y) is not defined there. But everyone other t0 you use there is a solution.

what do you mean by unique ? do you mean that it is a single solution or it is a special solution ?

A "unique" solution means that there is only one solution to the differential equation that passes through the given point.

Could you place the equation for distance over the equation for electromagnetism and it will give the state of the solution within and outside t0 and y0 Would that make everything the same just at a different state? why only df/dy to make sure that solution UNIQUE? How about df/dx? Is it enough only df/dy that the solution UNIQUE?

To really understand why the condition on the y partial derivative is sufficient you should look at the proof for this theorem (Picard-Lindelöf or Cauchy-Lipschitz). It relies on a property of the function f(t,y) which defines the ODE (Lipschitz continuity in y) that is implied by the continuity of the partial derivative with respect to y
