More than likely, those recessed lights have a battery backup. As for the exit signs, I agree with you on the age factor. Even when batteries can be replaced, often the circuit board has failed, and wouldn’t trigger the battery backup. In other cases, the board that charges the battery may fail.

Actually it should be on same power source of the lighting for that room

Thank you Nathan. The power source that I was referring to was within the exit and emergency lighting to continue to illuminate in the event of a power outage.
