The reason lies in the life span of the cells. The RBC count is higher in blood but in the marrow it’s less in comparison. It’s becox RBC can survive for 120 days so a less pool in bone marrow is sufficient. But for the wbcs their usual life span is few hours to days so they are needed in a greater pool in marrow 😊
