As you mentioned Kita charges 400 euros, this money is excluding the money provided by the government. As per my knowledge, for every kid, germen government provide around 200 euro. Above 400 euro, include that 200 euro?

You are right this Kita fee is excluded from kinder geld we receive from government. For kindergarten also we get subsidy will make video on this point next time.

Can a person on job seekers Visa in Germany join the companies/accept the offer letters from other European countries like Bulgaria, Netherland, Austria i.e European countries other than Germany etc.?

It’s bit different, you query is good tho. You cannot work in Germany with a job-seeker visa. Once you have found a job, you must change it to a residence permit for employment. For more information, please read Getting a German Work Permit. And when you apply for residence permits you have to share address also that should be Germany address. Means you have to live where you are working.
