I'm guessing what happened here was that when you hit the prong while holding it, a lot of the energy generated dissapated into your hand. When you touched it to the table, there was an extra outlet for the energy "instead" of your hand. Thus, the energy tried to go to the table but wasn't able to due to the fact that the table can't absorb as much as your hands, causing it (the energy) to essentially rebound back into the prong. Coming back, it had much less energy than when it left, causing the frequency to be much lower, hence why it was louder. Tldr; touching it to the table lowered the frequency, making it louder.

Definitely the density and temperature of the medium. The speed of sound depends on the elasticity and density of the medium through which it is traveling. In general, sound travels faster in liquids than in gases and faster in solids than in liquids. The greater the elasticity and the lower the density, the faster sound travels in a medium.

When tuning fork hit with rubber pad then its produced sound, When this tuning fork after producing sound near to the ping pong ball or pith ball This small mass ball becomes to moved... Its because of sound energy strike with the ball.. But why this pith ball not to be moved When we produced own sound and hit this ball??

I think the fact that you are practically making an immovable spot when you pluck the base of the tuning fork, the energy has no way of getting released through vibrating via the floor, therefore most of it should leave the fork as a soundwave.

the only thing that i can imagine is, that your hands are softer than the table, and allow the handle to transmit the vibrations to your skin. when the handle was placed upon a harder surface, the dampening effect was lost, and the vibration that was in the handle, fed back, to the tines.
