Why not an organizational role to the sales department? Usually sales dept and HR dept have different roles assigned.

Great question! This PBQ is a little confusing. Most organizations use the Role Based Access Control model where you create separate groups for each department and manage permissions for each group separately, such as the sales and HR department. It doesn't directly state that we're using that model in this question, so we can't assume that we have groups created for each department. We would absolutely need to create group permissions for the HR department due to the sensitive nature of the PII. Of course, the PBQ doesn't clearly explain this, so we have to make a judgement call on whether a group is needed. I hope this helps explain the question!
